We've engaged in the most bureaucratically performative activity known to tech: signing a Memorandum of Understanding, which is essentially a corporate handshake with extra paperwork. This document represents peak administrative theater, where two organizations agree to potentially agree on something in the future, while looking very official doing so. International collaboration has never felt so comfortingly vague!

REALITY CHECK

An MOU typically means 'we had a nice meeting and might do something someday' rather than an actual committed research program. Government AI plans are generally more about looking proactive than driving substantive technological progress.
