This document represents peak administrative theater, where two organizations agree to potentially agree on something in the future, while looking very official doing so. International collaboration has never felt so comfortingly vague!
An MOU typically means 'we had a nice meeting and might do something someday' rather than an actual committed research program. Government AI plans are generally more about looking proactive than driving substantive technological progress. This announcement is roughly equivalent to two neighbors agreeing they might wave at each other more enthusiastically.
